China's top prosecutor to examine Shandong loan shark[5] killing case

China's Supreme People's Procuratorate[最高人民检察院] (SPP) said on Sunday that it has dispatched personnel[派员] to Shandong to examine a high profile[1] case now being appealed in which a man was given a life sentence for killing a debt collector[讨债人;收债人] who sexually assaulted his mother, which sparked huge controversy[引发较大的争议] over claims of police negligence[失职].

Over the weekend, Chinese media and online forums were filled with news about the case after reports that the defendant's lawyer[被告律师] plans to sue local police for their alleged "inaction[不作为]" in handling the case.
Yu Huan, aged 23, from Guanxian county under the city of Liaocheng was sentenced to life in prison in February after he attacked four of his mother's creditors[债权人,债主] with knife, one of whom died later in hospital, after they exposed themselves to his mother while demanding she repay her debt on April 14, 2016, news portal[新闻门户/网站] thepaper.cn[澎湃新闻网] reported on Saturday.
The case has sparked controversy over whether Yu's sentence is justifiable due to the local police's alleged inaction after being called to the scene before the attack.
The SPP said it will review all evidence; hear reports from the provincial procuratorial authority[省检察机关]; and examine whether Yu's action meets the definition of "justifiable defense[正当防卫]," "excessive defense[防卫过当]" or "intentional injury[故意伤害]." It will also examine whether the local police were negligent.

The Higher People's Court of Shandong Province[山东省高级人民法院] also said on its official Weibo account on Sunday that it accepted Yu's appeal on Friday and has set up a collegiate panel[合议庭] to review case files[审查卷宗] and will hear the appeal according to legal procedures.
Yu's attorney, Yin Liqing, filed the appeal[提出上诉] on February 24 and will also sue the local police for failing to carry out their duties[履行职责] while they were at the scene, which Yin says led to the killing.
According to the verdict[2] by the Liaocheng Intermediate People's Court[聊城市中级人民法院], Yu's mother, Su Yinxia borrowed more than one million yuan ($145,340) from Zhao Rongrong in July 2014, verbally[口头上] agreeing 10 percent monthly interest. In April last year, Zhao sent four of his henchmen[3] to Su's office to demand repayment, including the man who was killed, Du Zhihao.

The local police were called to Su's office by Yu's uncle at 10:13 pm, but after questioning the quarreling parties for a few minutes, they left without detaining[扣留;拘留] anyone. The dispute then escalated[4], leading to Yu attacking the loan sharks[5].
